- RISK EVALUATION Successful exploitation of these vulnerabilities could allow an unauthenticated attacker to access to the device’s file system.
- TECHNICAL DETAILS 3.1 AFFECTED PRODUCTS The following versions of Rockwell Automation FactoryTalk View Machine Edition and PanelView Plus 7 are affected: FactoryTalk View Machine Edition: Versions prior to V15.00 (CVE-2025-9064) PanelView Plus 7: Version V14.100 (CVE-2025-9063) 3.2 VULNERABILITY OVERVIEW 3.2.1 Improper Limitation of a Pathname to a Restricted Directory (‘Path Traversal’) CWE-22 A path traversal security issue exists within FactoryTalk View Machine Edition, allowing unauthenticated attackers on the same network as the device to delete any file within the panels operating system. Exploitation of this vulnerability is dependent on the knowledge of filenames to be deleted. CVE-2025-9064 has been assigned to this vulnerability. A CVSS v3.1 base score of 7.5 has been calculated; the CVSS vector string is (AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H). A CVSS v4 score has also been calculated for CVE-2025-9064. A base score of 8.7 has been calculated; the CVSS vector string is (AV:N/AC:L/AT:N/PR:N/UI:N/VC:N/VI:N/VA:H/SC:N/SI:N/SA:N). 3.2.2 Improper Authorization CWE-285 An authentication bypass security issue exists within FactoryTalk View Machine Edition Web Browser ActiveX control. Exploitation of this vulnerability allows unauthorized access to the PanelView Plus 7 Series B, including access to the file system, retrieval of diagnostic information, event logs, and more. CVE-2025-9063 has been assigned to this vulnerability. A CVSS v3.1 base score of 7.3 has been calculated; the CVSS vector string is (AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:L/A:H). A CVSS v4 score has also been calculated for CVE-2025-9063. - MITIGATIONS Rockwell Automation encourages users of the affected software to apply the following risk mitigations, if possible: For CVE-2025-9064, update FactoryTalk View ME V15.00 and later on ASEM 6300 IPC’s-Patch BF31001. For CVE-2025-9063 and CVE-2025-9064, update PanelView Plus 7 Performance Series B V14.103 firmware package. Rockwell Automation encourages users of the affected software who are unable to upgrade to one of the corrected versions to follow Rockwell Automation’s security best practices. CISA recommends users take defensive measures to minimize the risk of exploitation of these vulnerabilities, such as: Minimize network exposure for all control system devices and/or systems, ensuring they are not accessible from the internet. Locate control system networks and remote devices behind firewalls and isolating them from business networks. When remote access is required, use more secure methods, such as Virtual Private Networks (VPNs), recognizing VPNs may have vulnerabilities and should be updated to the most current version available. Also recognize VPN is only as secure as the connected devices. CISA reminds organizations to perform proper impact analysis and risk assessment prior to deploying defensive measures.
